Alemania (18 julio 2005-15 septiembre 2006)

En la presente crónica se da cuenta de la reforma constitucional que ha sufrido recientemente Alemania que supone ciertas variaciones en su sistema federal. En el apartado referido a la jurisprudencia constitucional se resaltan algunas sentencias del TCF de 2005 y 2006, tres de ellas que presentan una visión muy garantista de los derechos fundamentales y una referida a las pasadas elecciones alemanas. Igualmente, se reseñan los resultados de éstas últimas y los acuerdos de gobierno que se han derivado de ellas. En materia de derechos fundamentales, se da cuenta de la aprobación de la Ley de Transposición de las líneas maestras europeas para el desarrollo del principio de igualdad, que contiene varias leyes en materia de igualdad. En cuanto a las relaciones con la Unión Europea se expone el contenido del Informe del Gobierno alemán de 31 de enero de 2006 para el fortalecimiento de las competencias legislativas del Parlamento Europeo. Y, finalmente, se informa de la aprobación por dicho Gobierno del envío a Oriente Medio de efectivos de la Marina como parte de la Fuerza Provisional de las Naciones Unidas para el Líbano (FPNUL).

The present chronicle is about the constitutional reform occurs in Germany that has recently undergone and that supposes certain variations in its federal system. In the section referred to the constitutional jurisprudence some sentences of the TCF of 2005 and 2006 are emphasized, three of them that present a very guarantee vision of the fundamental rights and one referred of the previous German elections. Also, the last agreement and results of government that have been derived from them are reviewed. In the matter of fundamental rights, is explained the approval of the Law of Transposition of the European masterful lines for the development of the equality principle that contains several laws in the matter of equality. As far as the relations with the European Union, the content of the Report of the German Government of 31 of January of 2006 for the fortification of the legislative competitions of the European Parliament is exposed. And, finally, one inquires into the approval by this Government from the shipment to the Middle East of forces of Navy like part of the Provisional Force of the Nations United for the Lebanon.
