Castilla-La Mancha (2006)

El trabajo analiza la actividad jurídica, institucional y política de la Comunidad de Castilla-La Mancha durante el año 2006. En el período analizado se destacan dos elementos fundamentales: por un lado, el procedimiento de elaboración del nuevo Estatuto de autonomía, que en sentido estricto se ha iniciado con la presentación conjunta, por parte de los dos grupos parlamentarios, de una propuesta de proposición de reforma, y cuya tramitación se ha llevado a cabo principalmente en la Comisión creada al efecto en las Cortes de Castilla-La Mancha durante el año 2006, ante la que han comparecido representantes sociales e institucionales, así como expertos en diversas materias. Por otro lado, se destaca la importancia de los debates y actividad institucional relacionados con el problema del agua y los recursos hídricos, que han estado presentes como tema protagonista a lo largo del año. En lo relativo a la producción normativa, el año 2006 se ha caracterizado por su relativa escasez cuantitativa y menor relevancia cualitativa. En cuanto a la actividad institucional, la nota dominante es la normalidad y la estabilidad, sin que se hayan producido cambios significativos.

The work analyzes the legal, institutional and political activity of the Community of Castilla-La Mancha during year 2006. In the analyzed period two fundamental elements stand out: on the one hand, procedure of elaboration of new Statute of autonomy, that in strict sense has begun with the joint presentation, on the part of both parliamentary groups, of a proposal of proposal of reform, and whose transaction has been carried out mainly in the Commission created to the effect in the Parliament of Castilla-La Mancha during the year 2006, in which they have appeared representative of social and institutional groups, as well as expert in diverse matters. On the other hand, the importance of the debates and institutional activity stands out related to the problem of the water and the hydric resources, that are been present like subject protagonist throughout the year. With respect to the normative production, year 2006 has been characterized by its relative quantitative shortage and smaller qualitative relevance. As far as the institutional activity, the dominant note is normality and the stability, without significant changes.
