Democracia directa y concejo abierto. El concejo abierto en Castilla y León

El Concejo Abierto es una institución de democracia directa surgida hace mil años que ha llegado hasta nuestros días y está reconocida por nuestra Constitución. Se trata de un modelo de organización local caracterizado por la participación directa de los ciudadanos reunidos en asamblea. Antes de estudiar la evolución histórica y la regulación actual del Concejo Abierto, haremos referencia a la contraposición entre democracia directa y democracia representativa y a la confluencia de ambas en las instituciones de democracia participativa, como es hoy en día el Concejo Abierto. Finalmente, veremos cómo se regula éste en Castilla y León, región donde tiene su origen.

Open Council is an institution of direct democracy, which was born one thousand years ago, being fully recognized in the current Spanish Constitution. We will study a model of local organization mainly characterized by the implication and participation of all citizens in the public issues, treating them all together in assembly. Before studying historical evolution and the main core of its regulation, we will refer to the difference between direct and representative democracy, and also to the confluence of both models in participative democracy institutions, such as the example given by Open Council. At last, we’ll see the way it is legally treated in Castilla y León, region were the institution was born.
