La adecuación del Servicio Europeo de Acción Exterior a los retos globales de la U.E.: unas reflexiones en clave crítica

La escueta regulación que contiene el TUE a propósito del SEAE ha obligado a esperar a la adopción de la Decisión 2010/427 por la que se establece su organización y funcionamiento para poder responder a la pregunta de si aquél contribuye a dotar a la acción exterior de la UE de mayor coherencia, eficacia y visibilidad.
En el presente trabajo se sostiene que, pese a la existencia de aspectos mejorables, la configuración del SEAE sí debería favorecer la consecución de tales objetivos. Se manifiesta una particular confianza en las delegaciones de la UE y en la presencia (temporal) de diplomáticos nacionales.

The concise regulation contained in the EU Treaty on the EEAS has made it necessary to wait for the adoption of Decision 2010/427 establishing its organization and functioning, in order to be able to answer the question of whether the EEAS will contribute to a greater consistency, visibility and effectiveness of the EU in its external action.
In this article, the author holds that, although there are some aspects that could be improved, the current configuration of EEAS should favor accomplishing that main goal. Special confidence is evoked by EU delegations and the (temporary) presence in the EEAS of national diplomats.
