No culpable: veredicto sobre el endeudamiento local en España
Las entidades locales (salvo excepciones) no han sido las grandes causantes del incremento del déficit y de la deuda en España, ni antes ni después del estallido de la actual crisis económica. Sin embargo, la Administración Local es el nivel de gobierno que cuenta con más y mayores restricciones presupuestarias, sobre todo desde la reforma constitucional de 2011. En el artículo se repasan las normativas existentes y se presentan los datos básicos que avalan estas afirmaciones.
Local government (with exceptions) has not been the major causes of the increase in the deficit and debt in Spain, either before or after the outbreak of the current economic crisis. However, local government is the tier that has more and bigger budget constraints, especially since the constitutional reform enacted in 2011. In the paper we review existing regulations and basic data to support these claims.
