Memoria y presente del estado autonómico. Una aproximación al futuro como desafío

El Estado autonómico está en crisis. La afirmación se repite constantemente. La crisis económica y sus consecuencias sobre la sintonía de los ciudadanos con el modelo territorial y la deriva independentista de Cataluña, explican la situación. Es necesario, pues, proceder a reformar el modelo para reforzarlo. En estas páginas se sostiene que para ello es imprescindible disponer de un adecuado diagnóstico del presente y un conocimiento claro de cuál ha sido la evolución del modelo. Sólo así se podrán acometer unas reformas que, con independencia del término que se utilice, deben beber en las fuentes del federalismo como ideología de equilibrio entre la unidad y la diversidad.

The State of Autonomies is in crisis. This statement has been constantly repeated. The economic crisis and its impact on the acceptance of the territorial model by the citizens together with the debate on the independence of Catalonia explain this situation. It is therefore necessary to start a reform process of the model in order to reinforce the model. In this text it will be argued that it seems to be essential to have a proper diagnosis of the present situation and a clear understanding of how the model has been evolved over the past decades. Only then reforms may undertake that, regardless of the term used, should consider the basic assumptions of federalism which is an ideology of balance between unity and diversity.
