Professor Carlos Rogel Vide’s, Personas, animales y derechos, published in 2018, takes into account developments in Spanish law until the end of 2017, offering the opportunity to analyze why the reform of longstanding European Civil Codes is really needed if animal welfare policies are to be embedded within legal systems, and if consistency between the law that governs the constitutional and public law framework and that applicable to private relationships is to be achieved. When abiding by local, regional or national regulations, people and families who have pets should abide by rules that follow similar legal frameworks to the ones they have to comply with when they interact in their daily lives with their pets, other people, family members and neighbors at a private level. If I find a lost pet in the park and take it to the public shelter, am I bringing to the shelter something different from what its owner lost? […]
