The EU’s Framework Programmes for Research and Innovation have devoted significant investments towards the study of citizenship. This Review presents findings from Framework Programme projects and in general takes stock of European research on the subject matter. The argument is made that enhancing the content of citizenship, rather than just ensuring the wider promotion of existing rights, offers a better path towards engaging European citizens. The focus of that content should be on forging a stronger social dimension to European citizenship.
