Medidas contra los “desahucios”: del decreto-ley andaluz sobre la vivienda al Fondo Social de Viviendas

Independientemente de su valor icónico para el marco de referencia progresista, el problema de los mal llamados desahucios está ahí, y el sistema político no ha acertado a dar soluciones realmente eficaces. Desde los gobiernos progresistas se apuntas soluciones como la expropiación temporal del uso de viviendas andaluz, que finalmente resultan inconstitucionales; por su lado, el gobierno de la nación crea un Fondo Social de Viviendas, que constituye un fracaso porque, en definitiva, es voluntario y se basa en convenios de soft law. En resumen, el uno por el otro, y los “desahucios” sin resolver.

Regardless of its iconic value for the progressive reference framework, the issue of the misnamed evictions is still there and the political system has not been able to give real and effective solutions. Progressive regional governments point to solutions, such as the temporary expropriation of the use of dwellings proposed by Andalusia, which finally end up being unconstitutional. On the other hand, the national government has created a Social Housing Fund which has been a failure too, because, in the end, it is voluntary and based on «soft law» agreements. In short, neither finds solutions, and «evictions» are yet to be resolved.
