Toolkit against racism, xenophobia and other forms of intolerance covering municipalities, and particularly proximity policing
The Toolkit Against Racism, Xenophobia and other Forms of Intolerance Covering Municipalities, and Particularly Proximity Policing, is a practical tool to prevent, detect and combat racism, xenophobia and other forms of intolerance that will serve the police as a guide and help in their action against these phenomena. It has been prepared by the Municipal Police of Madrid under the supervision of OBERAXE and it is framed in the European Proximity project led by Spain and of which Bulgaria, Estonia, Finland, Italy, Latvia, Portugal and the United Kingdom are members.
The study begins with a preliminary introductory analysis which is followed by a description of the organizational elements of the police service, such as their decision-making capacity, organization and ways of assessing the problem. The training and specialization of the agents is discussed below and the treatment of the victim in the police facilities is further developed. Finally, police coordination with other public services and social organizations is addressed.
